    I wonder why Shaver never hit it big as an artist until the ’90s.
    He was almost unknown before that, though he had some big successes as a writer.

    His voice probably had something to do with it. I have several of his albums and they are full of songs that I prefer in someone else’s version. Tom T Hall did a super(ior) version on his STORYTELLER album, modifying the last stanza to read “would you believe Billy Joe Shaver and me”

      But all of a sudden, starting in the ’90s with “Tramp On Your Street,” he became ubiquitous. And he seems to put out an album practically every year. No, they’re not on major labels, but they’re readily available. And he’s on TV a lot. I once saw a feature on him on “Sixty Minutes.”
